Not for every version. System Shock VR runs standalone on Quest, with no PC. The PCVR versions System Shock Remake UEVR Plugin and SystemReShock UEVR Plugin need a gaming PC and a PC VR headset; a Steam Frame can also play them streamed from the PC through SteamVR.
